The Creation Club is an in-game microtransactional store created by Bethesda Softworks. A virtual currency called Creation Club Credits was sold within it, which was used to purchase unique add-ons called Creations. Each Creation released through Creation Club is official Bethesda content, developed with third-party developers and contracted mod authors. As official content, Creation Club content does not disable achievement acquisition.
Creation Club is available for Fallout 4, The Elder Scrolls V: Skyrim and Starfield. The large majority of the crossovers are featured in Fallout 4.
Note: If the creation is developed by a third party developer that is not under the Verified Creator Program, they are not considered.

At Hell's Gate is a Creation Club addon created by Kinggath Creations and presented by Bethesda Game Studios that adds a new DOOM themed mission along with a new spacesuit, weapons, enemies, characters, plushies, and locations.

The content Bethesda offers on the Creation Club, is based on their own properties like Fallout, Prey, Doom, Skyrim, Quake and is officially licensed and approved before publication. When creators submit their content to the Creation Club, they enter into agreements with Bethesda, granting Bethesda the rights to distribute and sell their creations as part of the platform. This ensures that all the content offered on the Creation Club meets Bethesda's quality standard and aligns with their vision for their game.
Therefore the content that includes the Bethesda game properties were produced and contracted by Bethesda themselves. In Fallout 4, all crossover mods in Creation Club were released by Bethesda, other than the Quake Thunderbolt, which was produced under contract work.
Brief of the production process from Bethesda’s interview with Rob Vogel:[1] "In general everything starts with an idea to pitch, which is broken down into a "step-by-step" of how it should work, concept art and/or the overall "theme" of the creation." "From there the pitch is sent off to Bethesda for their review. There is usually some back and forth with the studio to discuss questions and ideas, and to refine the final idea. If approved, a statement of work containing a pricing amount and timeline for milestones is delivered to the creator. When everything is agreed upon, both parties sign the contract and the creator is signed on as an independent contractor / game designer for Bethesda Game Studios."
According to Bethesda design director Emil Pagliarulo, Creation Club content for Fallout 4 blurs the lines between canon and non-canon. Although Bethesda reviews all Creation Club content to ensure content works within the game and is consistent with the general setting of the game, they tend to prioritize the attractiveness of content and gameplay over absolute compliance with canon games.
